I could go for this idea for GW2
You could ask "Intelligent" animals about the region they are in asking what they had seen recently.
A worm might not have much relevant information but more advanced or magical creatures might.
Talking to hostile creatures could be allowed but there would have to be limitations so it couldn't be used to easily bypass or kill those creatures.

You are really looking for a D&D style play. It would have to have a quest based them Like go talk to some rabbits about the monster that destroyed there home. Follow the rabbits an aid in there quest. Follow me etc... Would be like having Gwen walk behind you in pre-searing doing nothing. Mini pets are another follower that does absolutely nothing.

At present, none of the charmable animals have a reason/basis for speaking. Their evolution doesn't call for it and neither do they possess magical abilities. If they were to become more sentient, then I would expect them not to be charmable animals/pets anymore.
